Bob has enjoyed a 30 year career in law enforcement, having retired from the Santa Clara County Sheriff’s Office. His assignments included many years in the enforcement divisions of the department such as, patrol, traffic, school resource officer and assistant reserve coordinator positions. His career began with tours of duty in the detention/corrections divisions.

His union involvement started over 20 years ago as vice-president and a director of the Deputy Sheriff’s Association. He later became an active director of Porac and was also chairman of their statewide retiree group.

Bob continues to work with various political and community groups in Silicon Valley.  He is a director of Silicon Valley Lodge 52 and is a trustee of the Fraternal Order of Police/California



Vice President

Steve is a retired police officer with the city of mtn. View with 40 years of service. During that time he was involved in his POA and not only served as a board member for many years but was President. Steve has also served on the contract negotiating team. Steve was also a past Vice President and President for Central coast chapter of PORAC. Steve currently sits on the Mtn. View POA board as the retiree representative. Steve is very involved in the San Jose community and continues to be asked to do presentations for the public safety and crimes stoppers. Steve is married to Julie for 40 years. He has three children and two grandchildren.

Steve has always said that we need to take care of our fellow brothers and sisters in public safety and that is why he joined FOP. "They are the only organizations that puts their members first not themselves first"



Burga Santiago is a retired Supervising Probation Officer with the County of Santa Clara Probation Department.

She also was a Reserve Deputy Sheriff for several years, becoming a member of the Crowd Control Unit, and assisting with performing numerous law enforcement functions.

Prior to pursuing a career in public safety, Burga worked in the banking industry, acquired skills in accounting and other financial related concepts. She graduated with a degree in political science and minor in international relations from Santa Clara University.

Pete retired in 2009.  He dedicates a majority of his time in finding support for
all public safety an veterans.

Tim is a 25 year veteran of the San Jose Police Department. Tim has enjoyed several different assignments within SJPD including Patrol, Charter member of Special Operations VCET Unit, Gang Investigations, Background/Recruiting Unit, Police Activities League and the Domestic Violence Unit. Tim also brings several years of Police Association. experience. He served 3 years as a Director for the San Jose Police Officers Association under President Robert Lopez. Tim currently is the President of the San Jose Black Police Officers Assoc. for the past 5 years. He is also a Founding Board Member of Fraternal Order of Police Lodge 52. Tim continues to work with community leaders as well as city leaders to strengthen the work force and better the community.





Sal Mosto


I have been a serving the public community as a police officer for over 27 years. Throughout my career with the San Jose Police Department, I have worked numerous assignments such as Patrol, Violent Crime Enforcement Team, Gang Investigations, Permits, Background Investigations, Domestic Violence and Intern/Volunteer Coordinator. I am also currently employed as the President/ CEO of The Car Consultants Sales and Leasing since 2002. I started the corporation on my own and have developed it into a business that sells over 2.5 million dollars worth of vehicles yearly. As a business owner, I have experience in employee supervision, sales, marketing, customer service, budgeting, financing, and business management. The reason for my success has been due to the fact that I have always incorporated the motto, “Always treat your customers the same way you would treat your family.”


I have been a member of the FOP since 2013. As a board member, my goal is to use my knowledge and experience to help strengthen the relationships between police departments and the community. This can be done through community policing by reaching out, educating the public about what we do and by using outreach strategies to build public confidence. I promise to be there for my fellow officers and help them out in any way I can. We need to instill in other agencies that we cannot individually fight pension battles but we need to come together as a family, put away our differences and focus on the long term goals of maintaining the integrity of law enforcement. We need to fight for our financial future, build relationships that will help unite and give us a stronger organizational presence in the future.

Eric Emmanuele grew up in Milpitas and began his career with the Milpitas Police Department in 1990. During his tenure, Eric has worked in Patrol, Investigations,  K-9 Unit, Arson/explosives investigations and as a Field Training Officer. Eric holds a bachelor’s degree in public administration and a master’s in organization development from the University of San Francisco.

Eric has become a regionally recognized expert in the investigation of arson, explosions, and environmental crimes. Eric is a certified fire and explosion investigator, a certified vehicle fire investigator and a certified fire investigator at the state, national and international levels.
